She handed me a flyer that said: " VSTOP; The 'Vacaville Serious Offender Program' is dedicated to reducing the number of unlicensed or suspended drivers operating on our roadways. In addition we will aggressively target drivers under the influence of alcohol or a controlled substance. Statistics reveal unlicensed or suspended drivers present a major safety risk to the citizens of our city. California Department of motor vehicles studies have shown that 33% of all drivers with suspended or revoked drivers license had a criminal record, and 85% of those drivers used their vehicle in the commission of a crime. They are four times more likely to be involved in a fatal collision than licensed drivers. Our goal is to reduce total collisions,hit and run collisions and alcohol or drug related collisions. We will be conducting selective enforcement, surveillance,warrant service and DUI/driver's license checkpoints. We strongly urge anyone driving illegally to take steps to regain their privilege. Our goal is to educate and gain voluntary compliance of this law. We hope to achieve success by gaining your assistance and understanding of our Vacaville Serious Offender Program."
